Bahá’í teachings distinguish between:

At the community level, the Bahá’í writings emphasize that planning and implementation should be “responsive to circumstances on the ground.” Different local conditions do not excuse inaction; rather, they call for intelligent adaptation and add to collective learning. [4]
For example, two communities may share a goal of strengthening the education of children. One may appropriately begin with a small neighborhood class because it has a few trained volunteers; another may first need to build relationships with parents, develop capacity, or find a safe meeting space. The goal remains consistent; the next action differs.
Consultation and detachment
Where a decision affects several people, Bahá’í consultation is central. Participants seek relevant facts and diverse perspectives, speak candidly but respectfully, detach from ownership of their initial view, and then support the group’s decided course long enough to learn from it.
A decision is therefore not always treated as a final declaration of timeless truth. It can be a provisional, unified course of action—tested in reality and revised if experience warrants. The writings characterize consultation as a collective investigation of reality, one that values valid empirical information rather than equating opinion or compromise with truth. [5]

A Bahá’í-informed response to changing time and conditions might ask:
- What spiritual principle or long-term purpose is at stake?
- What are the actual conditions—needs, capacities, risks, available resources, and reliable evidence?
- Whom will this affect, and with whom should I consult?
- What is the next proportionate action—not necessarily the final solution?
- What will we observe afterward, and when will we reflect and adjust?
In brief: Bahá’í thought calls for constancy in purpose, flexibility in method, humility about one’s knowledge, and a willingness to learn through action over time.
