The Nine Year Plan: 2022-2031

The enkindled souls being raised up through the processes of the Plan are seeking to gain an ever more profound understanding of Bahá’u’lláh’s teachings—“the sovereign remedy for every disease” ¹ —and to apply them to the needs of their society. They are committed to the prosperity of all, recognizing that the welfare of individuals rests in the welfare of society at large. They are loyal citizens who eschew partisanship and the contest for worldly power. Instead, they are focused on transcending differences, harmonizing perspectives, and promoting the use of consultation for making decisions. They emphasize qualities and attitudes—such as trustworthiness, cooperation, and forbearance—that are building blocks of a stable social order. They champion rationality and science as essential for human progress. They advocate tolerance and understanding, and with the inherent oneness of humanity uppermost in their minds, they view everyone as a potential partner to collaborate with, and they strive to foster fellow feeling even among groups who may traditionally have been hostile to one another. They are conscious of how the forces of materialism are at work around them, and their eyes are wide open to the many injustices that persist in the world, yet they are equally clear sighted about the creative power of unity and humanity’s capacity for altruism. They see the power that true religion possesses to transform hearts and overcome distrust, and so, with confidence in what the future holds, they labour to cultivate the conditions in which progress can occur. They share their beliefs liberally with others, remaining respectful of the freedom of conscience of every soul, and they never impose their own standards on anyone. And while they would not pretend to have discovered all the answers, they are clear about what they have learned and what they still need to learn. Their efforts advance to the alternating rhythm of action and reflection; setbacks leave them unfazed. In places where growing numbers are helping to build communities of this character, the power of the Cause to transform people’s social existence, as well as their inner lives, is becoming increasingly visible. Earnest pursuit of the Plan’s central aim will, we are sure, cause many, many such communities to emerge. ^{2 3}

The Promulgation of Universal Peace

The Bahá’í Cause covers all economic and social questions under the heading and ruling of its laws. The essence of the Bahá’í spirit is that, in order to establish a better social order and economic condition, there must be allegiance to the laws and principles of government. Under the laws which are to govern the world, the socialists may justly demand human rights but without resort to force and violence. The governments will enact these laws, establishing just legislation and economics in order that all humanity may enjoy a full measure of welfare and privilege; but this will always be according to legal protection and procedure. Without legislative administration, rights and demands fail, and the welfare of the commonwealth cannot be realized. Today the method of demand is the strike and resort to force, which is manifestly wrong and destructive of human foundations. Rightful privilege and demand must be set forth in laws and regulations.. ⁴

I pray in your behalf that your hearts may be enlightened with the light of the love of God; that your minds may develop daily; that your spirits may become aglow with the fire and illumination of His glad tidings, until these divine foundations may become established throughout the human world. The first of these institutions and foundations is the oneness of humanity and love among mankind. The second is the Most Great Peace. Praise be to God! This American democracy manifests capacity, showing forth readiness to become the standard-bearer of the Most Great Peace. May its hosts be the hosts of the oneness of humanity. May they serve the threshold of God and spread the message of the good pleasure of God. ⁵

The Nine Year Plan: 2022-2031

The series of global Plans that began at Riḍván will last a full twenty-five years. It will carry the ark of the Cause into the third century of the Bahá’í Era and conclude at Riḍván 2046. During this period, the Bahá’í world will be focused on a single aim: the release of the society-building power of the Faith in ever-greater measures. The pursuit of this overall aim will require a further rise in the capacity of the individual believer, the local community, and the institutions of the Faith. These three constant protagonists of the Plan each have a part to play, and each one has capacities and qualities that must be developed. However, each is incapable of manifesting its full potential on its own. It is by strengthening their dynamic relationships with one another that their powers are combined and multiplied. ‘Abdu’l-Bahá explains that the more the qualities of cooperation and mutual assistance are manifested by a people, “the more will human society advance in progress and prosperity”; in the Faith, this principle distinguishes and shapes the interactions of individuals, institutions, and communities, and it endows the body of the Cause with moral vigour and spiritual health. ^{1 2}

The Promulgation of Universal Peace

Today the world of humanity is walking in darkness because it is out of touch with the world of God. That is why we do not see the signs of God in the hearts of men. The power of the Holy Spirit has no influence. When a divine spiritual illumination becomes manifest in the world of humanity, when divine instruction and guidance appear, then enlightenment follows, a new spirit is realized within, a new power descends, and a new life is given. It is like the birth from the animal kingdom into the kingdom of man. When man acquires these virtues, the oneness of the world of humanity will be revealed, the banner of international peace will be upraised, equality between all mankind will be realized, and the Orient and Occident will become one. Then will the justice of God become manifest, all humanity will appear as the members of one family, and every member of that family will be consecrated to cooperation and mutual assistance. The lights of the love of God will shine; eternal happiness will be unveiled; everlasting joy and spiritual delight will be attained. ³

Because this is called the Church of Brotherhood, I wish to speak upon the brotherhood of mankind. There is perfect brotherhood underlying humanity, for all are servants of one God and belong to one family under the protection of divine providence. The bond of fraternity exists in humanity because all are intelligent beings created in the realm of evolutionary growth. There is brotherhood potential in humanity because all inhabit this earthly globe under the one canopy of heaven. There is brotherhood natal in mankind because all are elements of one human society subject to the necessity of agreement and cooperation. There is brotherhood intended in humanity because all are waves of one sea, leaves and fruit of one tree. This is physical fellowship which ensures material happiness in the human world. The stronger it becomes, the more will mankind advance and the circle of materiality be enlarged. ⁴

Bahá’u’lláh states that “the purpose for which mortal men have, from utter nothingness, stepped into the realm of being, is that they may work for the betterment of the world and live together in concord and harmony.” ¹ He has revealed teachings that make this possible. Building a society that consciously pursues this collective purpose is the work of not only this generation, but of many generations to come, and Bahá’u’lláh’s followers welcome all who labour alongside them in this undertaking. It means learning how to raise up vibrant, outward-looking communities; it means those communities learning how to bring about spiritual and material progress; it means learning how to contribute to the discourses that influence the direction of that progress. These areas of endeavour are, naturally, familiar ones. Seen from one perspective, they are quite distinct, each having its own characteristics and imperatives. Yet they all represent ways of awakening the energies latent in the human soul and channelling them towards the betterment of society. Together, they are means of releasing what the Guardian described as “the society-building power” ² of the Faith. This inherent power possessed by the Cause of Bahá’u’lláh is visible even in the fledgling efforts of a Bahá’í community learning to serve humanity and promote the Word of God. And though the world society foreshadowed in His Revelation is of course far distant, communities that are earnestly learning to apply His teachings to their social reality abound. How immensely blessed are those souls who, alive to the greatness of this Day ³ and the significance of their actions, strive for the emergence of a society shaped by the divine teachings. ^{4 5}

Paris Talks

I want to make you understand that material progress and spiritual progress are two very different things, and that only if material progress goes hand in hand with spirituality can any real progress come about, and the Most Great Peace reign in the world. If men followed the Holy Counsels and the Teachings of the Prophets, if Divine Light shone in all hearts and men were really religious, we should soon see peace on earth and the Kingdom of God among men. The laws of God may be likened unto the soul and material progress unto the body. If the body were not animated by the soul, it would cease to exist. It is my earnest prayer that spirituality may ever grow and increase in the world, so that customs may become enlightened and peace and concord may be established. ⁶

The Promulgation of Universal Peace

In the spiritual world the divine bestowals are infinite, for in that realm there is neither separation nor disintegration, which characterize the world of material existence. Spiritual existence is absolute immortality, completeness and unchangeable being. Therefore, we must thank God that He has created for us both material blessings and spiritual bestowals. He has given us material gifts and spiritual graces, outer sight to view the lights of the sun and inner vision by which we may perceive the glory of God. He has designed the outer ear to enjoy the melodies of sound and the inner hearing wherewith we may hear the voice of our Creator. We must strive with energies of heart, soul and mind to develop and manifest the perfections and virtues latent within the realities of the phenomenal world, for the human reality may be compared to a seed. If we sow the seed, a mighty tree appears from it. The virtues of the seed are revealed in the tree; it puts forth branches, leaves, blossoms, and produces fruits. All these virtues were hidden and potential in the seed. Through the blessing and bounty of cultivation these virtues became apparent. Similarly, the merciful God, our Creator, has deposited within human realities certain latent and potential virtues. Through education and culture these virtues deposited by the loving God will become apparent in the human reality, even as the unfoldment of the tree from within the germinating seed. I will pray for you. ⁷

At Riḍván this year we described how, over the course of a quarter century, the Bahá’í world underwent a transformation that endowed it with an undreamed-of capacity to learn, to grow, and to serve humanity. But, however bright were the achievements of this period, they must be eclipsed by what is to come. By the conclusion of the new series of Plans recently begun, the Bahá’í community will need to have acquired capacities that can scarcely be glimpsed at present. In your deliberations over the coming days, you will be occupied with exploring what is required to bring into being such a fortified community. ^{1 2}

A Tablet of ‘Abdu’l‑Bahá

O friends of God! Every assembly is in need of seasoned members who are worthy of its membership and are endowed with innate capacities. Likewise, the members of the Spiritual Assembly must acquire the capacities and merits that are requisites of this lofty station, and through the power of the spirit become experienced members of that assemblage. Those capacities are faith, assurance, insight, loving-kindness, spirituality, radiance, purity, detachment, sanctity, holiness, high endeavour, and nobility of character. My hope is that the members of that assembly shall be distinguished by these attributes and qualities, and shall each day prove anew the existence of these blessings within the reality of their own being. If it be so, Burma shall become even as the snow-white Spot, and those regions shall become the arenas of God’s most great bestowals. Upon you be the Glory of the All-Glorious! ³

The Promulgation of Universal Peace

The question has been asked: Will the spiritual progress of the world equal and keep pace with material progress in the future? In a living organism the full measure of its development is not known or realized at the time of its inception or birth. Development and progression imply gradual stages or degrees. For example, spiritual advancement may be likened to the light of the early dawn. Although this dawn light is dim and pale, a wise man who views the march of the sunrise at its very beginning can foretell the ascendancy of the sun in its full glory and effulgence. He knows for a certainty that it is the beginning of its manifestation and that later it will assume great power and potency. Again, for example, if he takes a seed and observes that it is sprouting, he will know assuredly that it will ultimately become a tree. Now is the beginning of the manifestation of the spiritual power, and inevitably the potency of its life forces will assume greater and greater proportions. Therefore, this twentieth century is the dawn, or beginning, of spiritual illumination, and it is evident that day by day it will advance. It will reach such a degree that spiritual effulgences will overcome the physical, so that divine susceptibilities will overpower material intelligence and the heavenly light dispel and banish earthly darkness. Divine healing shall purify all ills, and the cloud of mercy will pour down its rain. The Sun of Reality will shine, and all the earth shall put on its beautiful green carpet. Among the results of the manifestation of spiritual forces will be that the human world will adapt itself to a new social form, the justice of God will become manifest throughout human affairs, and human equality will be universally established. The poor will receive a great bestowal, and the rich attain eternal happiness. For although at the present time the rich enjoy the greatest luxury and comfort, they are nevertheless deprived of eternal happiness; for eternal happiness is contingent upon giving, and the poor are everywhere in the state of abject need. Through the manifestation of God’s great equity the poor of the world will be rewarded and assisted fully, and there will be a readjustment in the economic conditions of mankind so that in the future there will not be the abnormally rich nor the abject poor. The rich will enjoy the privilege of this new economic condition as well as the poor, for owing to certain provisions and restrictions they will not be able to accumulate so much as to be burdened by its management, while the poor will be relieved from the stress of want and misery. The rich will enjoy his palace, and the poor will have his comfortable cottage. ³

As we reflect on the events which a few days ago marked the centenary of the Ascension of ‘Abdu’l-Bahá in the Holy Land, we feel impelled to express to you our sense of wonderment at the exalted character of what transpired. We offer praise and gratitude to the Blessed Beauty that, despite current circumstances in the world and the many restrictions on travel, nearly six hundred representatives of the vast majority of National Spiritual Assemblies and Regional Bahá’í Councils were able to be present at the Bahá’í World Centre for this historic occasion. The days of this remarkable gathering were spent in profound contemplation on the life and example of the beloved Master, on ‘Abdu’l-Bahá as the Centre of the Covenant, on His Will and Testament and the unfoldment of the Administrative Order over the last century, and on the extraordinary distance the Bahá’í world has travelled through the implementation of His Divine Plan. A spirit of consecration permeated the air as those present prayed in the vicinity of His resting place on the anniversary of the holy night of His Ascension. The love of ‘Abdu’l-Bahá drew the souls to the Mountain of the Lord, and they return to their homes carrying the love of the Universal House of Justice to the institutions they represent and to all the friends of God. ^{1 2}

Light of the World

O beloved servants and handmaidens of God! In its weakness and frailty, the world of humanity is even as a heap of darksome dust. Yet when the clouds of mercy of the All-Knowing Lord rain down upon it, this dark earth shall bring forth crimson flowers and shall become the resplendent rose-garden of the Concourse on high. Although we are weak and feeble, yet the bounties of the Blessed Beauty are boundless and inexhaustible. In offering gratitude, we have no recourse but to confess our own shortcomings, no remedy but to hold our peace, for we are powerless and wanting, feeble and faltering. Wherefore, praise be to the Lord of creation, through Whose bounty these helpless ants show forth the strength of Solomon, and these needy and feeble gnats become royal falcons of the heights of mystery, causing the bestowals of the Almighty to be manifested. ³

Selections from the Writings of ‘Abdu’l‑Bahá

All the friends of God bear witness to the fact that ‘Abdu’l‑Bahá is, from every standpoint, the well-wisher of all governments and nations, and prayeth sincerely for their progress and advancement, especially for the two great states of the east, for these two countries are the native land and the place of exile of Bahá’u’lláh. In all epistles and writings he hath commended and praised these two governments and hath supplicated divine confirmations for them from the Threshold of the One true God. The Abhá Beauty—may my life be a sacrifice for His loved ones—hath offered prayers on behalf of Their Imperial Majesties. Gracious God! How strange that, notwithstanding these conclusive proofs, every day some event transpireth and difficulties arise. But we, and the friends of God, should on no account slacken our efforts to be loyal, sincere and men of good will. We should at all times manifest our truthfulness and sincerity, nay rather, we must be constant in our faithfulness and trustworthiness, and occupy ourselves in offering prayers for the good of all. ⁴

Contemplating the Person of the Master, we find ourselves wonderstruck by the all-compassing authority that accompanied His inexhaustible patience and understanding, by the keenness of His wisdom in every setting, by the infinite tenderness of His being, and by His limitless love that can be felt by every unshuttered soul. But every prompting to pay homage to His matchless qualities is restrained by the recollection that never did He seek praise or worldly recognition. And so we feel compelled to testify: Beloved of all our hearts, ‘Abdu’l-Bahá, Your all was servitude—a servitude “complete, pure and real, firmly established, enduring, obvious, explicitly revealed and subject to no interpretation whatever”. We reserve what words remain for a pledge of fidelity to You, for our vow to uphold the Covenant that You “proclaimed, championed and vindicated”, for our wholehearted expression of loyalty to Your timeless guidance and expositions, to Your fervent entreaties and exhortations. This same pledge is manifested in the steadfast, strenuous exertions of the Bahá’í world to fulfil the mission entrusted to it at this time. Seeing this community striving to live by Your example summons up for us these words of Yours:

“O friends! Praise be to God that the banner of Divine Unity hath been hoisted in every land, and the melody of the Abhá Kingdom hath been raised on every side. The holy Seraph of the Concourse on high is raising the cry of “Yá Bahá’u’l-Abhá!” in the midmost heart of the world, and the power of the Word of God is breathing true life into the body of existence.” ¹

“Wherefore, O ye faithful friends, it behoveth you all to join ‘Abdu’l-Bahá in self-sacrifice and in service to the Cause of God and thraldom to His divine Threshold. If ye be aided to attain unto such a supreme bounty, the whole world shall erelong be made the recipient of the effulgent splendours of God, and the longed-for oneness of humanity shall be revealed in the utmost beauty and charm in the midmost heart of the world. This is the dearest wish of ‘Abdu’l-Bahá! This is the greatest yearning of them that are faithful! The Glory of Glories rest upon you.” ^{2 3 4}

Paris Talks

The great unselfish love for humanity is bounded by none of these imperfect, semi-selfish bonds; this is the one perfect love, possible to all mankind, and can only be achieved by the power of the Divine Spirit. No worldly power can accomplish the universal love.

Let all be united in this Divine power of love! Let all strive to grow in the light of the Sun of Truth, and reflecting this luminous love on all men, may their hearts become so united that they may dwell evermore in the radiance of the limitless love. ⁵

The Kitáb-i-Íqán: The Book of Certitude

The other is the station of distinction, and pertaineth to the world of creation and to the limitations thereof. In this respect, each Manifestation of God hath a distinct individuality, a definitely prescribed mission, a predestined Revelation, and specially designated limitations. Each one of them is known by a different name, is characterized by a special attribute, fulfills a definite Mission, and is entrusted with a particular Revelation. ⁶

Dearest co-workers: We summoned you here not only to honour the memory of ‘Abdu’l-Bahá and to recall His trials and triumphs, but also, with us, to rededicate yourselves and the communities you represent to earnestly serving the Cause to which He devoted His very existence. In fulfilment of the sacred charge laid upon Him by the Blessed Beauty, He gave the Bahá’í world custody of two Charters that have guided its progress and development ever since. One was His Tablets of the Divine Plan, through which the Word of God has come to be promulgated in every land; the other was His Will and Testament, which set in motion a process for the establishment of the Administrative Order. Now, at the close of the first century of the Formative Age, and at the outset of a new series of global Plans, the accelerating progress of the Master’s Divine Plan is plain to see. And the organic unfoldment of the Administrative Order over the last hundred years is demonstrated by the existence of the vast array of institutions and agencies, from the international level to the local, that channel the spirit of the Faith and guide and support the efforts of the worldwide Bahá’í community. The Covenant of which ‘Abdu’l-Bahá was the Centre remains an impregnable stronghold. We rejoice at how the Covenant orients each believer towards a common mission, maintaining a dynamic unity that cultivates a constantly growing community of the faithful. ^{1 2}

Light of the World

Praise be to God that thou art engaged day and night in serving the Cause of God, and art earnestly striving to diffuse His fragrances and to propagate the splendours of the light of His knowledge. By thy very life! This is a bounty from amongst the bestowals of the Lord, one that no other bounty in the world of being can ever rival. Erelong its splendours shall shine forth and its musk-scented breaths be shed abroad; the gentle breezes of its meadows shall waft and the soft-flowing waters of its fountains flow. ³

Bahá’í Prayers

O God, my God! Shield Thy trusted servants from the evils of self and passion, protect them with the watchful eye of Thy loving-kindness from all rancor, hate and envy, shelter them in the impregnable stronghold of Thy care and, safe from the darts of doubtfulness, make them the manifestations of Thy glorious signs, illumine their faces with the effulgent rays shed from the Dayspring of Thy divine unity, gladden their hearts with the verses revealed from Thy holy kingdom, strengthen their loins by Thine all-swaying power that cometh from Thy realm of glory. Thou art the All-Bountiful, the Protector, the Almighty, the Gracious. ⁴

The passage of time has not diminished the awe with which we regard “the rôle and character of One Who, not only in the Dispensation of Bahá’u’lláh but in the entire field of religious history, fulfils a unique function.” ¹ And as Shoghi Effendi has further affirmed of Him:

“He is, and should for all time be regarded, first and foremost, as the Centre and Pivot of Bahá’u’lláh’s peerless and all-enfolding Covenant, His most exalted handiwork, the stainless Mirror of His light, the perfect Exemplar of His teachings, the unerring Interpreter of His Word, the embodiment of every Bahá’í ideal, the incarnation of every Bahá’í virtue, the Most Mighty Branch sprung from the Ancient Root, the Limb of the Law of God, the Being “round Whom all names revolve”, the Mainspring of the Oneness of Humanity, the Ensign of the Most Great Peace, the Moon of the Central Orb of this most holy Dispensation—styles and titles that are implicit and find their truest, their highest and fairest expression in the magic name ‘Abdu’l-Bahá. He is, above and beyond these appellations, the “Mystery of God”—an expression by which Bahá’u’lláh Himself has chosen to designate Him, and which, while it does not by any means justify us to assign to Him the station of Prophethood, indicates how in the person of ‘Abdu’l-Bahá the incompatible characteristics of a human nature and superhuman knowledge and perfection have been blended and are completely harmonized.” ^{2 3 4}

Light of the World

These Tablets are thus doubly precious: Who better to tell us about Bahá’u’lláh, and to impart to us His “lessons of the spirit in the school of insight”, than His most cherished Son, Who shared, as His closest associate, His life of exile, imprisonment, and persecution, and Who, titled by His Father the “Mystery of God”, stood in a unique relationship to the Author of the Revelation as “the image of His perfections”, “the Interpreter of His mind”, “the Focal Point of His unerring guidance”, “the stainless mirror reflecting His light”? ⁵

Say: O hapless one! That Sun shall never set, nor shall that Day-Star of the Realm of Glory ever wane. The setting of the sun is only in relation to the dwellers of the earth, for how can there be any daybreak or nightfall in the sun itself? It remaineth ever shining in its meridian splendour, ever glowing and luminous, at the sublime apex of bounty. The Glory of Glories rest upon thee. ⁶

The Nine Year Plan: 2022-2031

We offer thanks to Bahá’u’lláh for having given the world not only, in His teachings, a standard of purity, devotion, and integrity to which souls may forever aspire, but also, in the Figure of the Master, a flawless example of how life can be lived to that standard. As humanity is beset by crisis after crisis, the community of the Greatest Name, which cannot avoid exposure to such upheavals, is privileged to have before it the model of ‘Abdu’l-Bahá. Neither peril nor obstacle would prevent Him from discharging His mission, whether by attending to the needs of the hour or preparing for the future; neither hostility nor events of the world would divert Him from His course. Serene, confident, and resolute, He was unperturbed by setbacks, welcoming hardship and adversity in the path of God. How relentless were the attacks upon Him! How deplorable the burdens He had to bear! We recall the testimony of His distinguished sister, the Greatest Holy Leaf, that “in the dark of the night, out of the depths of His bosom, could be heard His burning sighs, and when the day broke, the wondrous music of His prayers would rise up to the denizens of the realm on high.”

The Promulgation of Universal Peace

The foundations of all the divine religions are peace and agreement, but misunderstandings and ignorance have developed. If these are caused to disappear, you will see that all the religious agencies will work for peace and promulgate the oneness of humankind. For the foundation of all is reality, and reality is not multiple or divisible. Moses founded it, Jesus raised its tent, and its brilliant light has shone forth in all the religions. Bahá’u’lláh proclaimed this one reality and spread the message of the Most Great Peace. Even in prison He rested not until He lighted this lamp in the East. Praise be to God! All who have accepted His teachings are lovers of peace, peacemakers ready to sacrifice their lives and expend their possessions for it. Now let this standard be upraised in the West, and many will respond to the call. America has become renowned for her discoveries, inventions and artistic skill, famous for equity of government and stupendous undertakings; now may she also become noted and celebrated as the herald and messenger of universal peace. Let this be her mission and undertaking, and may its blessed impetus spread to all countries. I pray for all of you that you may render this service to the world of humanity.. ³
