Rethinking Economic Arrangements

20.1 Modern economic arrangements have resulted in both the degradation of ecosystems and the impoverishment of many local communities and individual lives. Inequalities are rising and the harm inherent in the perpetual creation and gratification of wants has been demonstrated beyond objection. Putting the world on more ecologically sustainable foundations requires a recasting of the global economic order. People and the planet 1 need to be valued as explicitly today as profit and economic gain have been in the past. 2

The Promulgation of Universal Peace

The fourth principle or teaching of Bahá’u’lláh is the readjustment and equalization of the economic standards of mankind. This deals with the question of human livelihood. It is evident that under present systems and conditions of government the poor are subject to the greatest need and distress while others more fortunate live in luxury and plenty far beyond their actual necessities. This inequality of portion and privilege is one of the deep and vital problems of human society. That there is need of an equalization and apportionment by which all may possess the comforts and privileges of life is evident. The remedy must be legislative readjustment of conditions. The rich too must be merciful to the poor, contributing from willing hearts to their needs without being forced or compelled to do so. The composure of the world will be assured by the establishment of this principle in the religious life of mankind. 3

20.0 Crafting a more holistic conception of progress will require an expanded understanding of ourselves as a species, including truths about the human spirit itself. The planet, its peoples, and creatures have suffered tremendously 1 from a materialistic mindset that views the individual as a purely self-interested economic unit, competing with others to accumulate an ever-greater share of the world’s material resources. This caricature has largely been rejected at the level of formal theory as simplistic and crude. Many aspects of the global order still rest on these assumptions, however, and often reinforce and deepen them. 2

The Promulgation of Universal Peace

I shall ask you a question: Did God create us for love or for enmity? Did He create us for peace or discord? Surely He has created us for love; therefore, we should live in accordance with His will. Do not listen to anything that is prejudiced, for self-interest prompts men to be prejudiced. They are thoughtful only of their own will and purposes. They live and move in darkness. Consider how many different nations and divergent religious beliefs existed when Christ appeared. Enmity and strife prevailed among them—Romans, Greeks, Assyrians, Egyptians—all warring and hostile toward each other. Christ, through the breaths of the Holy Spirit, united them, established fellowship among them so that no trace of strife remained. Under His standard they became united and lived in peace through His teachings. Which is preferable and more commendable? To follow the example of Jesus Christ or to manifest the satanic instinct? Let us strive with all our powers to unite the East and West so that the nations of the world may be advanced and that all may live according to the one foundation of the religions of God. The essentials of the divine religion are one reality, indivisible and not multiple. It is one. And when through investigation we find it to be single, we have a basis for the oneness of the world of humanity. I will pray for you, asking confirmation and assistance in your behalf. 3

19.0 What should be plainly acknowledged is that no country has yet mastered the process of sustainable development. Certain forms of industrialization, technological capacity, and macroeconomic growth have often been equated with development. But the dissatisfaction and difficulties of multitudes living in areas traditionally considered developed, no less than the injustices facing numerous other populations around the world and the strain put on the natural world, demonstrate that such a vision is incomplete at best and often actively detrimental. No one pattern of life and vision of society can be taken as the model toward which all humanity should aspire. 1

Paris Talks

Evil is imperfection. Sin is the state of man in the world of the baser nature, for in nature exist defects such as injustice, tyranny, hatred, hostility, strife: these are characteristics of the lower plane of nature. These are the sins of the world, the fruits of the tree from which Adam did eat. Through education we must free ourselves from these imperfections. The Prophets of God have been sent, the Holy Books have been written, so that man may be made free. Just as he is born into this world of imperfection from the womb of his earthly mother, so is he born into the world of spirit through divine education. When a man is born into the world of phenomena he finds the universe; when he is born from this world to the world of the spirit, he finds the Kingdom. 2

18.0 So long as such questions are answered according to values that prioritize possessions over relationships or acquisition over responsibility, a sustainable world will remain out of reach. Such values, by their very nature and effect on the human spirit, beckon incessantly to excess, exploitation, and depletion. 1 They also give rise to gross extremes of alienating wealth and debilitating poverty. Only to the degree that these are set aside can the profound contradictions they give rise to—not least the expectation of infinite growth on a finite planet—be resolved. And only as progress is understood in new terms can the fundamental drivers of present environmental crises be accurately identified and lasting change be made. 2

What could be better before God than thinking of the poor? For the poor are beloved by our heavenly Father. When Christ came upon the earth, those who believed in Him and followed Him were the poor and lowly, showing that the poor were near to God. When a rich man believes and follows the Manifestation of God, it is a proof that his wealth is not an obstacle and does not prevent him from attaining the pathway of salvation. After he has been tested and tried, it will be seen whether his possessions are a hindrance in his religious life. But the poor are especially beloved of God. Their lives are full of difficulties, their trials continual, their hopes are in God alone. Therefore, you must assist the poor as much as possible, even by sacrifice of yourself. No deed of man is greater before God than helping the poor. Spiritual conditions are not dependent upon the possession of worldly treasures or the absence of them. When one is physically destitute, spiritual thoughts are more likely. Poverty is a stimulus toward God. Each one of you must have great consideration for the poor and render them assistance. Organize in an effort to help them and prevent increase of poverty. The greatest means for prevention is that whereby the laws of the community will be so framed and enacted that it will not be possible for a few to be millionaires and many destitute. One of Bahá’u’lláh’s teachings is the adjustment of means of livelihood in human society. Under this adjustment there can be no extremes in human conditions as regards wealth and sustenance. For the community needs financier, farmer, merchant and laborer just as an army must be composed of commander, officers and privates. All cannot be commanders; all cannot be officers or privates. Each in his station in the social fabric must be competent—each in his function according to ability but with justness of opportunity for all. 3

How long will humanity persist in its waywardness? How long will injustice continue? How long is chaos and confusion to reign amongst men? How long will discord agitate the face of society?… The winds of despair are, alas, blowing from every direction, and the strife that divideth and afflicteth the human race is daily increasing. The signs of impending convulsions and chaos can now be discerned, inasmuch as the prevailing order appeareth to be lamentably defective. I beseech God, exalted be His glory, that He may graciously awaken the peoples of the earth, may grant that the end of their conduct may be profitable unto them, and aid them to accomplish that which beseemeth their station.”

17.0 If humanity’s relationship with the natural world is to be refashioned, notions of progress, civilization, and development will need to be redefined. Efforts in this direction, such as budgets centered around well-being or indicators of progress more holistic than gross domestic product, must be expanded and deepened, and fundamental questions interrogated further. What are the qualities by which a person, nation, or corporation are judged successful? For what are they commended and appreciated? 1

Some Answered Questions

To summarize: Just as man progresses, evolves, and is transformed from one form and appearance to another in the womb of the mother, while remaining from the beginning a human embryo, so too has man remained a distinct essence—that is, the human species—from the beginning of his formation in the matrix of the world, and has passed gradually from form to form. It follows that this change of appearance, this evolution of organs, and this growth and development do not preclude the originality of the species. Now, even accepting the reality of evolution and progress, nevertheless, from the moment of his appearance man has possessed perfect composition, and has had the capacity and potential to acquire both material and spiritual perfections and to become the embodiment of the verse, “Let Us make man in Our image, after Our likeness.” (Gen. 1:26.) At most, he has become more pleasing, more refined and graceful, and by virtue of civilization he has emerged from his wild state, just as the wild fruits become finer and sweeter under the cultivation of the gardener, and acquire ever greater delicacy and vitality.

The gardeners of the world of humanity are the Prophets of God. 2

16.0 Proposals for Exploration

16.2 Building actionable consensus around moral and ethical standards, alongside climate and environmental standards, can help ensure principle takes precedence over profit. This is not uncharted territory for the international community. Valuable lessons can be drawn, for example, from the certification process the United Nations established to curb the circulation of conflict related diamonds. Notwithstanding any shortcomings of that process, it represents an instance of consensus on ethical and social factors being translated into concrete measures of analysis and adjustment at various steps in a commodity’s value chain. 1

The Promulgation of Universal Peace

The cause of this fellowship and unity lies in the fact that the divine law has two distinct aspects or functions: one the essential or fundamental, the other the material or accidental. The first aspect of the revealed religion of God is that which concerns the ethical development and spiritual progress of mankind, the awakening of potential human susceptibilities and the descent of divine bestowals. These ordinances are changeless, essential, eternal. The second function of the divine religion deals with material conditions, the laws of human intercourse and social regulation. These are subject to change and transformation in accordance with the time, place and conditions. The essential ordinances of religion were the same during the time of Abraham, the day of Moses and the cycle of Jesus, but the accidental or material laws were abrogated and superseded according to the exigency and requirement of each succeeding age. For example, in the law of Moses there were ten distinct commandments in regard to murder, which were revealed according to the requirement and capacity of the people, but in the day of Jesus these were abrogated and superseded in conformity with the changed and advanced human conditions. 2

16.0 Proposals for Exploration

16.1 Consensus around global objectives, such as the Sustainable Development Goals (SDGs), could be more robustly translated into action by framing consultation 1 around common recognition that every country still has much to learn about integrating the imperatives—equally important—of both sustainability and development. Some countries have secured high levels of material development for many of their citizens, but exert disproportionate ecological impact in terms of resources consumed and waste generated. Others have a much more sustainable ecological footprint, but remain in need of significant material development to meet the basic needs of their citizens. The goal each nation must be working toward is well-being for all populations through means that ensure sustainable and harmonious relationships with the natural environment. Centering this universal goal would provide an important point of unity around which consensus can be translated into collective, purposeful action. 2

Some Answered Questions

It is quite otherwise with the human race, where the greatest oppression and injustice are to be found. Thus you can observe, on the one hand, a single person who has amassed a fortune, made an entire country his personal colony, acquired immense wealth, and secured an unceasing flow of gains and profits, and, on the other, a hundred thousand helpless souls—weak, powerless, and wanting even a mouthful of bread. There is neither equality here nor benevolence. Observe how, as a result, general peace and happiness have become so wanting, and the welfare of humanity so undermined, that the lives of a vast multitude have been rendered fruitless! For all the wealth, power, commerce, and industry are concentrated in the hands of a few individuals, while all others toil under the burden of endless hardships and difficulties, are bereft of advantages and benefits, and remain deprived of comfort and peace. One must therefore enact such laws and regulations as will moderate the excessive fortunes of the few and meet the basic needs of the myriad millions of the poor, that a degree of moderation may be achieved. 3

Consensus in Action

15.0 No longer can the peoples of the world be asked to tolerate the disjunction of agreements signed but left unimplemented. 1 Action must be made coherent with principles that are collectively embraced and championed by all. The international order must be placed on a footing that effectively facilitates planetary responses to planetary challenges. 2

The Promulgation of Universal Peace

For all created things except man are subjects or captives of nature; they cannot deviate in the slightest degree from nature’s law and control. The colossal sun, center of our planetary system, is nature’s captive, incapable of the least variation from the law of command. All the orbs and luminaries in this illimitable universe are, likewise, obedient to nature’s regulation. Our planet, the earth, acknowledges nature’s omnipresent sovereignty. The kingdoms of the mineral, vegetable and animal respond to nature’s will and fiat of control. The great bulky elephant with its massive strength has no power to disobey the restrictions nature has laid upon him; but man, weak and diminutive in comparison, empowered by mind which is an effulgence of Divinity itself, can resist nature’s control and apply natural laws to his own uses. 3

Consensus in Action

14.0 Consensus that has been well settled is demonstrated not merely by the name and claim of text on a page, but through coordinated, collaborative action; its touchstone is deeds, not words. 1 Strong commitment to key principles and values at the international level assists national and local leaders to overcome the barriers that inevitably arise in implementing necessary changes. It clarifies the rationale for nations to provide one another with the resources necessary to bring agreements to life. And it helps societies move past objections based on limited or self-serving interests. 2

The Promulgation of Universal Peace

The second classification or division comprises social laws and regulations applicable to human conduct. This is not the essential spiritual quality of religion. It is subject to change and transformation according to the exigencies and requirements of time and place. For instance, in the time of Noah certain requirements made it necessary that all seafood be allowable or lawful. During the time of the Abrahamic Prophethood it was considered allowable, because of a certain exigency, that a man should marry his aunt, even as Sarah was the sister of Abraham’s mother. During the cycle of Adam it was lawful and expedient for a man to marry his own sister, even as Abel, Cain and Seth, the sons of Adam, married their sisters. But in the law of the Pentateuch revealed by Moses these marriages were forbidden and their custom and sanction abrogated. Other laws formerly valid were annulled during the time of Moses. For example, it was lawful in Abraham’s cycle to eat the flesh of the camel, but during the time of Jacob this was prohibited. Such changes and transformations in the teaching of religion are applicable to the ordinary conditions of life, but they are not important or essential. Moses lived in the wilderness of Sinai where crime necessitated direct punishment. There were no penitentiaries or penalties of imprisonment. Therefore, according to the exigency of the time and place it was a law of God that an eye should be given for an eye and a tooth for a tooth. It would not be practicable to enforce this law at the present time—for instance, to blind a man who accidentally blinded you. In the Torah there are many commands concerning the punishment of a murderer. It would not be allowable or possible to carry out these ordinances today. Human conditions and exigencies are such that even the question of capital punishment—the one penalty which most nations have continued to enforce for murder—is now under discussion by wise men who are debating its advisability. In fact, laws for the ordinary conditions of life are only valid temporarily. The exigencies of the time of Moses justified cutting off a man’s hand for theft, but such a penalty is not allowable now. Time changes conditions, and laws change to suit conditions. We must remember that these changing laws are not the essentials; they are the accidentals of religion. The essential ordinances established by a Manifestation of God are spiritual; they concern moralities, the ethical development of man and faith in God. They are ideal and necessarily permanent—expressions of the one foundation and not amenable to change or transformation. Therefore, the fundamental basis of the revealed religion of God is immutable, unchanging throughout the centuries, not subject to the varying conditions of the human world. 3

Consensus in Action

13.0 The insufficiency of national plans to reduce carbon emissions under the 2015 Paris Agreement, to date, provides one well-noted example. This gap between rhetoric and action is indicative of a deeper challenge, namely that principles related to sustainability are not embedded deeply enough in the collective consciousness to shape the choices and behaviors of nations. 1

The Secret of Divine Civilization

It is true that there are foolish individuals who have never properly examined the fundamentals of the divine religions, who have taken as their criterion the behavior of a few religious hypocrites and measured all religious persons by that yardstick, and have on this account concluded that religions are an obstacle to progress, a divisive factor and a cause of malevolence and enmity among peoples. They have not even observed this much, that the principles of the divine religions can hardly be evaluated by the acts of those who only claim to follow them. For every excellent thing, peerless though it may be, can still be diverted to the wrong ends. A lighted lamp in the hands of an ignorant child or of the blind will not dispel the surrounding darkness nor light up the house—it will set both the bearer and the house on fire. Can we, in such an instance, blame the lamp? No, by the Lord God! To the seeing, a lamp is a guide and will show him his path; but it is a disaster to the blind. 2
