The Nine Year Plan: 2022-2031

As one Plan succeeded another, and engagement with the work of community building became more broadly based, advances at the level of culture became more pronounced. For instance, the importance of educating the younger generations became more widely appreciated, as did the extraordinary potential represented by junior youth in particular. Souls assisting and accompanying one another along a shared path, constantly widening the circle of mutual support, became the pattern to which all efforts aimed at developing capacity for service aspired. Even the interactions of the friends among themselves and with those around them underwent a change, as awareness was raised of the power of meaningful conversations to kindle and fan spiritual susceptibilities. And significantly, Bahá’í communities adopted an increasingly outward-looking orientation. Any soul responsive to the vision of the Faith could become an active participant—even a promoter and facilitator—of educational activities, meetings for worship and other elements of the community-building work; from among such souls, many would also declare their faith in Bahá’u’lláh. Thus, a conception of the process of entry by troops emerged that relied less on theories and assumptions and more on actual experience of how large numbers of people could find the Faith, become familiar with it, identify with its aims, join in its activities and deliberations, and in many cases embrace it. Indeed, as the institute process was strengthened in region after region, the number of individuals taking a share in the work of the Plan, extending even to those recently acquainted with the Faith, grew by leaps and bounds. But this was not being driven by a mere concern for numbers. A vision of personal and collective transformation occurring simultaneously, founded on study of the Word of God and an appreciation of each person’s capacity to become a protagonist in a profound spiritual drama, had given rise to a sense of common endeavour. 1 2

The Promulgation of Universal Peace

Among the institutes of the Holy Books is that of the foundation of places of worship. That is to say, an edifice or temple is to be built in order that humanity might find a place of meeting, and this is to be conducive to unity and fellowship among them. The real temple is the very Word of God; for to it all humanity must turn, and it is the center of unity for all mankind. It is the collective center, the cause of accord and communion of hearts, the sign of the solidarity of the human race, the source of eternal life. Temples are the symbols of the divine uniting force so that when the people gather there in the House of God they may recall the fact that the law has been revealed for them and that the law is to unite them. They will realize that just as this temple was founded for the unification of mankind, the law preceding and creating it came forth in the manifest Word. Jesus Christ, addressing Peter, said, “Thou art Peter, and upon this rock I will build my church.” This utterance was indicative of the faith of Peter, signifying: This faith of thine, O Peter, is the very cause and message of unity to the nations; it shall be the bond of union between the hearts of men and the foundation of the oneness of the world of humanity. In brief, the original purpose of temples and houses of worship is simply that of unity—places of meeting where various peoples, different races and souls of every capacity may come together in order that love and agreement should be manifest between them. That is why Bahá’u’lláh has commanded that a place of worship be built for all the religionists of the world; that all religions, races and sects may come together within its universal shelter; that the proclamation of the oneness of mankind shall go forth from its open courts of holiness—the announcement that humanity is the servant of God and that all are submerged in the ocean of His mercy. It is the Mashriqu’l-Adhkár. The world of existence may be likened to this temple and place of worship. For just as the external world is a place where the people of all races and colors, varying faiths, denominations and conditions come together—just as they are submerged in the same sea of divine favors—so, likewise, all may meet under the dome of the Mashriqu’l-Adhkár and adore the one God in the same spirit of truth; for the ages of darkness have passed away, and the century of light has come. Ignorant prejudices are being dispelled, and the light of unity is shining. The differences existing between nations and peoples will soon be annulled, and the fundamentals of the divine religions, which are no other than the oneness and solidarity of the human race, are being established. For thousands of years the human race has been at war. It is enough. Now let mankind, for a time at least, consort in amity and peace. Enmity and hatred have ruled. Let the world, for a period, exercise love. For thousands of years the nations have denied each other, considering each other as infidel and inferior. It is sufficient. We must now realize that we are the servants of one God, that we turn to one beneficent Father, live under one divine law, seek one reality and have one desire. Thus may we live in the utmost friendship and love, and in return the favors and bounties of God shall surround us; the world of humanity will be reformed; mankind, enjoy a new life; eternal light will illumine, and heavenly moralities become manifest. 3

The Nine Year Plan: 2022-2031

As the efforts of the friends intensified, various principles, concepts and strategies of universal relevance to the growth process began to crystallize into a framework for action that could evolve to accommodate new elements. This framework proved fundamental to the release of tremendous vitality. It assisted the friends to channel their energies in ways that, experience had shown, were conducive to the growth of healthy communities. But a framework is not a formula. By taking into account the various elements of the framework when assessing the reality of a cluster, a locality, or simply a neighbourhood, a pattern of activity could be developed that drew on what the rest of the Bahá’í world was learning while still being a response to the particulars of that place. A dichotomy between rigid requirements on the one hand and limitless personal preferences on the other gave way to a more nuanced understanding of the variety of means by which individuals could support a process that, at its heart, was coherent and continually being refined as experience accumulated. Let there be no doubt about the advance represented by the emergence of this framework: the implications for harmonizing and unifying the endeavours of the entire Bahá’í world and propelling its onward march were of great consequence. 1 2

Paris Talks

When a soul has in it the life of the spirit, then does it bring forth good fruit and become a Divine tree. I wish you to try to understand this example. I hope that the unspeakable goodness of God will so strengthen you that the celestial quality of your soul, which relates it to the spirit, will forever dominate the material side, so entirely ruling the senses that your soul will approach the perfections of the Heavenly Kingdom. May your faces, being steadfastly set towards the Divine Light, become so luminous that all your thoughts, words and actions will shine with the Spiritual Radiance dominating your souls, so that in the gatherings of the world you will show perfection in your life.

Some men’s lives are solely occupied with the things of this world; their minds are so circumscribed by exterior manners and traditional interests that they are blind to any other realm of existence, to the spiritual significance of all things! They think and dream of earthly fame, of material progress. Sensuous delights and comfortable surroundings bound their horizon, their highest ambitions center in successes of worldly conditions and circumstances! They curb not their lower propensities; they eat, drink, and sleep! Like the animal, they have no thought beyond their own physical well-being. It is true that these necessities must be dispatched. Life is a load which must be carried on while we are on earth, but the cares of the lower things of life should not be allowed to monopolize all the thoughts and aspirations of a human being. The heart’s ambitions should ascend to a more glorious goal, mental activity should rise to higher levels! Men should hold in their souls the vision of celestial perfection, and there prepare a dwelling-place for the inexhaustible bounty of the Divine Spirit.

Let your ambition be the achievement on earth of a Heavenly civilization! I ask for you the supreme blessing, that you may be so filled with the vitality of the Heavenly Spirit that you may be the cause of life to the world. 3

The Nine Year Plan: 2022-2031

The friends set about this task aware that, notwithstanding their previous victories in the teaching field, plainly they had much to learn about which capacities to acquire and, crucially, how to acquire them. In many ways, the community would learn by doing, and the lessons it learned, once they had been distilled and refined by being applied in diverse settings over time, would eventually be incorporated into educational materials. It was recognized that certain activities were a natural response to the spiritual needs of a population. Study circles, children’s classes, devotional meetings, and later junior youth groups stood out as being of central importance in this regard, and when woven together with related activities, the dynamics generated could give rise to a vibrant pattern of community life. And as the numbers participating in these core activities grew, a new dimension was added to their original purpose. They came to serve as portals through which youth, adults and whole families from the wider society could come into an encounter with the Revelation of Bahá’u’lláh. It was also becoming apparent how practical it was to consider strategies for the work of community building within the context of the “cluster”: a geographic area of manageable size with distinct social and economic features. A capacity for preparing simple plans at the level of the cluster began to be cultivated, and out of such plans, programmes for the growth of the Faith arose, organized into what would become three-month cycles of activity. An important point of clarity emerged early on: the movement of individuals through a sequence of courses gives impetus to, and is perpetuated by, the movement of clusters along a continuum of development. This complementary relationship helped the friends everywhere to assess the dynamics of growth in their own surroundings and chart a path towards increased strength. As time went on, it proved fruitful to view what was occurring in a cluster both from the perspective of three educational imperatives—serving children, junior youth, and youth and adults—as well as from the perspective of the cycles of activity essential to the rhythm of growth. Part-way into a twenty-five-year endeavour, many of the most recognizable features of the growth process we see today were becoming well established. 1 2

The Promulgation of Universal Peace

From time immemorial the divine teachings have been successively revealed, and the bounties of the Holy Spirit have ever been emanating. All the teachings are one reality, for reality is single and does not admit multiplicity. Therefore, the divine Prophets are one, inasmuch as They reveal the one reality, the Word of God. Abraham announced teachings founded upon reality, Moses proclaimed reality, Christ established reality and Bahá’u’lláh was the Messenger and Herald of reality. But humanity, having forsaken the one essential and fundamental reality which underlies the religion of God, and holding blindly to imitations of ancestral forms and interpretations of belief, is separated and divided in the strife, contention and bigotry of various sects and religious factions. If all should be true to the original reality of the Prophet and His teaching, the peoples and nations of the world would become unified, and these differences which cause separation would be lost sight of. To accomplish this great and needful unity in reality, Bahá’u’lláh appeared in the Orient and renewed the foundations of the divine teachings. His revelation of the Word embodies completely the teachings of all the Prophets, expressed in principles and precepts applicable to the needs and conditions of the modern world, amplified and adapted to present-day questions and critical human problems. That is to say, the words of Bahá’u’lláh are the essences of the words of the Prophets of the past. They are the very spirit of the age and the cause of the unity and illumination of the East and the West. The followers of His teachings are in conformity with the precepts and commands of all the former heavenly Messengers. Differences and dissensions, which destroy the foundations of the world of humanity and are contrary to the will and good pleasure of God, disappear completely in the light of the revelation of Bahá’u’lláh; difficult problems are solved, unity and love are established. For the good pleasure of God is the effulgence of love and the establishment of unity and fellowship in the human world, whereas discord, contention, warfare and strife are satanic outcomes and contrary to the will of the Merciful. In order that human souls, minds and spirits may attain advancement, tranquillity and vision in broader horizons of unity and knowledge, Bahá’u’lláh proclaimed certain principles or teachings, some of which I will mention. 3

The Nine Year Plan: 2022-2031

So it was that, a quarter of a century ago, a Bahá’í community that could still count three Hands of the Cause of God in its front ranks embarked on a Four Year Plan, distinguished from those that came before it by its focus on a single aim: a significant advance in the process of entry by troops. This aim came to define the series of Plans that followed. The community had already come to understand that this process was not just the entry into the Faith of sizeable groups, nor would it emerge spontaneously; it implied purposeful, systematic, accelerated expansion and consolidation. This work would require the informed participation of a great many souls, and in 1996, the Bahá’í world was summoned to take up the vast educational challenge this entailed. It was called to establish a network of training institutes focused on generating an increasing flow of individuals endowed with the necessary capacities to sustain the process of growth. 1 2

Tablets of Bahá’u’lláh Revealed after the Kitáb-i-Aqdas

It is incumbent upon everyone to aid those daysprings of authority and sources of command who are adorned with the ornament of equity and justice. Blessed are the rulers and the learned among the people of Bahá. They are My trustees among My servants and the manifestations of My commandments amidst My people. Upon them rest My glory, My blessings and My grace which have pervaded the world of being. In this connection the utterances revealed in the Kitáb-i-Aqdas are such that from the horizon of their words the light of divine grace shineth luminous and resplendent. 3

Istiqlál, 05 Masá’il (Questions), 179 B.E

The Nine Year Plan: 2022-2031

The decades leading up to 1996, rich with advances and insights of their own, had left no doubt that large numbers of people in many societies would be ready to enter under the banner of the Faith. Yet, as encouraging as instances of large-scale enrolment were, they did not equate to a sustainable process of growth that could be cultivated in diverse settings. Profound questions faced the community which, at that time, it had insufficient experience to answer adequately. How could efforts aimed at its expansion proceed hand in hand with the process of consolidation and resolve the long-standing, seemingly intractable challenge of sustaining growth? How could individuals, institutions and communities be raised up that would be capable of translating Bahá’u’lláh’s teachings into action? And how could those who were attracted to the teachings become protagonists in a global spiritual enterprise? 1 2

The Promulgation of Universal Peace

The Tablets of Bahá’u’lláh are many. The precepts and teachings they contain are universal, covering every subject. He has revealed scientific explanations ranging throughout all the realms of human inquiry and investigation—astronomy, biology, medical science, etc. In the Kitáb-i-Íqán He has given expositions of the meanings of the Gospel and other heavenly Books. He wrote lengthy Tablets upon civilization, sociology and government. Every subject is considered. His Tablets are matchless in beauty and profundity. Even His enemies acknowledge the greatness of Bahá’u’lláh, saying He was the miracle of humanity. This was their confession although they did not believe in Him. He was eulogized by Christians, Jews, Zoroastrians and Muslims who denied His claim. They frequently said, “He is matchless, unique.” A Christian poet in the Orient wrote, “Do not believe him a manifestation of God, yet his miracles are as great as the sun.” Mírzá Abu’l-Faḍl has mentioned many poems of this kind, and there are numerous others. The testimony of His enemies witnessed that He was the “miracle of mankind,” that He “walked in a special pathway of knowledge” and was “peerless in personality.” His teachings are universal and the standard for human action. They are not merely theoretical and intended to remain in books. They are the principles of action. Results follow action. Mere theory is fruitless. Of what use is a book upon medicine if it is never taken from the library shelf? When practical activity has been manifested, the teachings of God have borne fruit. 3

The Nine Year Plan: 2022-2031

The final words in a most memorable chapter in the history of the Cause have now been written, and the page turns. This Riḍván marks the conclusion of an extraordinary year, of a Five Year Plan, and of an entire series of Plans that began in 1996. A new series of Plans beckons, with what promises to be a momentous twelve months serving as a prelude to a nine-year effort due to commence next Riḍván. We see before us a community that has rapidly gained strength and is ready to take great strides forward. But there must be no illusions about how much striving was required to reach this point and how hard-won were the insights acquired along the way: the lessons learned will shape the community’s future, and the account of how they were learned sheds light on what is to come. 1 2

Days of Remembrance

Arise, and proclaim unto the entire creation the tidings that He Who is the All-Merciful hath directed His steps towards the Riḍván and entered it. Guide, then, the people unto the garden of delight which God hath made the Throne of His Paradise. We have chosen thee to be Our most mighty Trumpet, whose blast is to signalize the resurrection of all mankind. 3

The Nine Year Plan: 2022-2031

Less than two full cycles remain of the present Five Year Plan—indeed, of the current series of Plans inaugurated in 1996. In these closing months, we will be sure to offer ardent prayers on your behalf in our supplications at the Sacred Threshold. May you succeed in giving hope to those who know not where to find it in a world disoriented and adrift, sorely lacking the unity which you, through your heart-pledged devotion to the Covenant, so conspicuously manifest. 1 2

Selections from the Writings of ʻAbduʼl-Bahá

O LORD, O Thou Who dost bless all those who stand firm in the Covenant by enabling them, out of their love for the Light of the World, to expend what they have as an offering to the Mashriqu’l-Adhkár, the dayspring of Thy widespread rays and the proclaimer of Thine evidences, help Thou, both in this world and the world to come, these righteous, these upright and pious ones to draw ever nearer to Thy sacred Threshold, and make bright their faces with Thy dazzling splendors.

Verily art Thou the Generous, the Ever-Bestowing. 3

The Nine Year Plan: 2022-2031

This, so far as it can be foreseen, is the course the Bahá’í community will seek to tread. For the present hour, we urge you to recommit your energies, keeping your focus on the mission immediately before you. We are immensely gratified to see the assured composure with which the community of the Greatest Name has sought to offer the divine remedy 1 under all conditions, especially during this period when society’s established patterns of life have been disrupted and risks of different kinds are being faced by so many. Withal, the friends must guard against being drawn into the ultimately futile conflict and strife 2 that characterizes so much of the discussion of the affairs of society, or—heaven forbid—allowing interaction of this type to permeate, even fleetingly, the conversations of the community. Yet such vigilance on your part in avoiding discord and in not becoming entangled in society’s controversies should under no circumstances be construed as aloofness from the many pressing concerns of this time. Far from it. You are among the most active and earnest of humanity’s well-wishers 3. But, whether through deeds or words, the merit of your every contribution to social well-being lies, first, in your resolute commitment to discover that precious point of unity 4 where contrasting perspectives overlap and around which contending peoples can coalesce. 5 6

  1. “Therefore, the friends of God must adhere to the power which will create this love and unity in the hearts of the sons of men. Science cannot cure the illness of the body politic. Science cannot create amity and fellowship in human hearts. Neither can patriotism nor racial allegiance effect a remedy. It must be accomplished solely through the divine bounties and spiritual bestowals which have descended from God in this day for that purpose. This is an exigency of the times, and the divine remedy has been provided. The spiritual teachings of the religion of God can alone create this love, unity and accord in human hearts.”

  2. ”Whence this conflict and strife? The real underlying cause is lack of religious unity and association, for in each of the great religions we find superstition, blind imitation of creeds, and theological formulas adhered to instead of the divine fundamentals, causing difference and divergence among mankind instead of agreement and fellowship.”

  3. “May you all be united, may you be agreed, may you serve the solidarity of mankind. May you be well-wishers of all humanity. May you be assistants of every poor one. May you be nurses for the sick. May you be sources of comfort to the broken in heart. May you be a refuge for the wanderer. May you be a source of courage to the affrighted one. Thus, through the favor and assistance of God may the standard of the happiness of humanity be held aloft in the center of the world and the ensign of universal agreement be unfurled.”

  4. “If we investigate the religions to discover the principles underlying their foundations, we will find they agree; for the fundamental reality of them is one and not multiple. By this means the religionists of the world will reach their point of unity and reconciliation. They will ascertain the truth that the purpose of religion is the acquisition of praiseworthy virtues, the betterment of morals, the spiritual development of mankind, the real life and divine bestowals.”

The Nine Year Plan: 2022-2031

The significance of the occasions being marked during the One Year Plan will lend it a unique character, enhancing the work being undertaken in clusters and making this single year the ideal preparation for the global endeavour that is to follow. With a sense of joyful anticipation, we announce that the Bahá’í world will, at Riḍván 2022, begin a Nine Year Plan. Its requirements and provisions will be set out at a later date, but its duration already gives an unmistakable indication of the expansive prospect it will present. God willing, it will be heralded by the convocation of a series of conferences held over a span of months across the globe. 1 2

The Promulgation of Universal Peace

Throughout the world there are innumerable meetings and assemblages, more or less important according to their measure of contribution to human betterment, yet limited in their purpose and object to material questions and outcomes. They are political, commercial or educational in character; they seek to promote economic advancement, further agricultural purposes, encourage scientific research and assist discoveries; they provide for the establishment of new institutions, plan financial measures and agree upon laws of civic and social control. Such meetings are useful, but their influence and intention do not extend beyond the material welfare and government of mankind—that is to say, they serve material civilization.

This meeting of yours tonight is very different in character. It is a universal gathering; it is heavenly and divine in purpose because it serves the oneness of the world of humanity and promotes international peace. It is devoted to the solidarity and brotherhood of the human race, the spiritual welfare of mankind, unity of religious belief through knowledge of God and the reconciliation of religious teaching with the principles of science and reason. It promotes love and fraternity among all humankind, seeks to abolish and destroy barriers which separate the human family, proclaims the equality of man and woman, instills divine precepts and morals, illumines and quickens minds with heavenly perception, attracts the infinite bestowals of God, removes racial, national and religious prejudices and establishes the foundation of the heavenly Kingdom in the hearts of all nations and peoples. 3

The Nine Year Plan: 2022-2031

The momentum that is sure to build with each successive cycle of the One Year Plan will be further augmented by the release of two films. The first of these, which will become available in time for the centennial commemoration, will be a portrait of the Person of ‘Abdu’l-Bahá. Besides being a tribute to His life and work, it will explore how, by championing the oneness of humanity through His words and deeds, He offered a challenge to the stale assumptions and prejudices of the age, and gave stimulus to a process of unification which continues to this day. A second film, following soon after the first, will reflect on the expiration of the first hundred years of the Formative Age from the vantage point of the heights to which the Bahá’í community has climbed, and from where it can now gaze upon new horizons. 1 2

The Promulgation of Universal Peace

Today in Persia and the Orient you will find the followers of Bahá’u’lláh united in the closest ties of fellowship and love. They have abandoned religious prejudices and have become as one family. When you enter their meetings, you will find Christians, Muslims, Buddhists, Zoroastrians, Jews and representatives of other beliefs present, all conjoined in a wonderful unity without a trace of bigotry or fanaticism, and the light of the oneness of the world of humanity reflected in their faces. Day by day they are advancing, manifesting greater and still greater love for each other. Their faith is fixed upon the unification of mankind, and their highest purpose is the oneness of religious belief. They proclaim to all humanity the sheltering mercy and infinite grace of God. They teach the reconciliation of religion with science and reason. They show forth in words and deeds the reality of love for all mankind as the servants of one God and the recipients of His universal bounty. These are their thoughts, their beliefs, their guiding principles, their religion. No trace of religious, racial, patriotic or political prejudice can be found among them, for they are real servants of God and obedient to His will and command. 3
