The Nine Year Plan: 2022-2031

The accomplishments of the previous series of Plans—particularly the last Five Year Plan—could not have occurred without a tremendous advance in the teaching work. An important dimension of this work is the capacity to engage in conversations on spiritual themes, a capacity which was explored in our message to your 2015 conference, where we described how it is developed through participation in institute courses and by gaining practical experience. It is evident that the pattern of activity unfolding at the grassroots opens up a variety of settings in which receptive souls—sometimes whole families or peer groups—can take part in meaningful conversations which awaken interest in the vision of the Faith and the Person of Bahá’u’lláh. Over time, many such souls begin to identify themselves with the Bahá’í community, especially as they gain the confidence to participate in community life through service. Of course, the community welcomes any degree of association that a person would like to maintain, great or small. Yet to recognize Bahá’u’lláh as a Manifestation of God and accept the privileges and responsibilities that are uniquely associated with membership in the Bahá’í community is a singular moment in a person’s spiritual development, quite distinct from regular involvement in Bahá’í activities or voicing support for Bahá’í principles. Experience has shown that the environment created by community-building endeavours in a locality enables anyone who wishes to take this step to do so with relative ease. Wherever these endeavours are under way, it is important for the friends to remain mindful that the doors of the Faith are wide open and to give encouragement to those who stand at the threshold. And in areas where such endeavours have been well established for some time, many believers are discovering that a vibrant, expanding pattern of activity can naturally lead to families, groups of friends, and even clusters of households being ready to enter the Cause. ¹ For in spaces where the possibility of joining the community can be discussed openly and inclusively among those who share a sense of collective identity, souls can more easily feel emboldened to take this step together. Bahá’í institutions, especially Local Spiritual Assemblies, must adopt a mindset that allows for such developments, and ensure that any obstacles are removed. ^{2 3}

Tablets of Bahá’u’lláh

Every receptive soul who hath in this Day inhaled the fragrance of His garment and hath, with a pure heart, set his face towards the all-glorious Horizon is reckoned among the people of Bahá in the Crimson Book. Grasp ye, in My Name, the chalice of My loving-kindness, drink then your fill in My glorious and wondrous remembrance. ⁴

The eleventh principle of Bahá’u’lláh is:

The Power of the Holy Spirit, by which alone Spiritual Development is achieved

It is only by the breath of the Holy Spirit that spiritual development can come about. No matter how the material world may progress, no matter how splendidly it may adorn itself, it can never be anything but a lifeless body unless the soul is within, for it is the soul that animates the body; the body alone has no real significance. Deprived of the blessings of the Holy Spirit the material body would be inert. ⁵

The Nine Year Plan: 2022-2031

We are conscious that there are some regions and countries where the Faith remains at an early point of development, and there is a pressing need to ensure that what the Bahá’í world has learned about accelerating the growth process benefits these places as well. One important lesson that has become clear is the immense value, to a region, of a cluster where the third milestone has been passed. Once the friends in a given cluster have developed the range of capacities that such progress implies, and the means to disseminate insights and share experience about community-building endeavours are in place, then a swift acceleration of the work of expansion and consolidation in surrounding clusters becomes possible. With this in mind, it is imperative that during the Nine Year Plan the process of growth reach this level of intensity in at least one cluster in every country and every region. This constitutes one of the Plan’s chief objectives and it will call for the concentrated effort of many a consecrated soul. The International Teaching Centre is ready to work with you to implement several strategies to bring this about. Foremost among these will be the deployment of teams of international and homefront pioneers who are familiar with the framework for action and are prepared to dedicate significant amounts of time and energy to serving the Cause ¹ over a number of years. You will need to impress upon National Spiritual Assemblies and Regional Bahá’í Councils the urgency of encouraging believers who, following in the footsteps of so many heroic souls of the past, can arise to ensure that the light of the Faith shines bright in every territory. We look in particular to countries, regions, and clusters where strength and experience have accumulated to generate a flow of pioneers to places where help is needed, and also to provide support by other means. This flow of support is one more way in which the spirit of collaboration and mutual assistance, so essential for progress, manifests itself in systematic action. ^{2 3}

Selections from the Writings of ‘Abdu’l‑Bahá

Look ye not upon the fewness of thy numbers, rather, seek ye out hearts that are pure. One consecrated soul is preferable to a thousand other souls. If a small number of people gather lovingly together, with absolute purity and sanctity, with their hearts free of the world, experiencing the emotions of the Kingdom and the powerful magnetic forces of the Divine, and being at one in their happy fellowship, that gathering will exert its influence over all the earth. The nature of that band of people, the words they speak, the deeds they do, will unleash the bestowals of Heaven, and provide a foretaste of eternal bliss. The hosts of the Company on high will defend them, and the angels of the Abhá Paradise, in continuous succession, will come down to their aid. ⁴

The Nine Year Plan: 2022-2031

The movement of clusters along a continuum of development will remain the basic model for the expansion and consolidation of the community. The features of the developmental path that should be followed, and in particular the first, second, and third milestones that mark progress along the way, are already well known to the friends from our previous messages and from their own experience, and we feel no need to reiterate what we have stated before. By the close of the One Year Plan we anticipate that programmes of growth will be under way in over 6,000 clusters, that in close to 5,000 of these the second milestone will have been passed, and that in 1,300 of these the believers will have advanced further. These figures must climb considerably over the coming nine years. Once any adjustments to the clustering scheme in each country have been determined, we ask that you work with National Assemblies and Regional Councils to forecast the numbers of clusters where progress could be made past the first, second, and third milestones, respectively, during the Plan. It should be borne in mind that these are only intended to be well-informed estimates; they can be refined later as necessary and need not be laboured over at length. As such, we request that the results of these assessments be sent to the Bahá’í World Centre by Naw-Rúz. At Riḍván, we will then be able to set out the total collective aspirations of the Bahá’í world for the Nine Year Plan. ^{1 2}

Tablets of the Divine Plan

In the contingent world there are many collective centers which are conducive to association and unity between the children of men. For example, patriotism is a collective center; nationalism is a collective center; identity of interests is a collective center; political alliance is a collective center; the union of ideals is a collective center, and the prosperity of the world of humanity is dependent upon the organization and promotion of the collective centers. Nevertheless, all the above institutions are, in reality, the matter and not the substance, accidental and not eternal—temporary and not everlasting. With the appearance of great revolutions and upheavals, all these collective centers are swept away. But the Collective Center of the Kingdom, embodying the institutions and divine teachings, is the eternal Collective Center. It establishes relationship between the East and the West, organizes the oneness of the world of humanity, and destroys the foundation of differences. It overcomes and includes all the other collective centers. Like unto the ray of the sun, it dispels entirely the darkness encompassing all the regions, bestows ideal life, and causes the effulgence of divine illumination. Through the breaths of the Holy Spirit it performs miracles; the Orient and the Occident embrace each other, the North and South become intimates and associates, conflicting and contending opinions disappear, antagonistic aims are brushed aside, the law of the struggle for existence is abrogated, and the canopy of the oneness of the world of humanity is raised on the apex of the globe, casting its shade over all the races of men. Consequently, the real Collective Center is the body of the divine teachings, which include all the degrees and embrace all the universal relations and necessary laws of humanity. ³

As a preliminary step, we ask that you assist National Spiritual Assemblies and Regional Bahá’í Councils to determine whether their schemes for dividing their territories into clusters would benefit from any adjustments. As you know, a cluster defines an area where the activities of the Plan can be stimulated in a manageable and sustainable way. Over the last twenty-one years, much has been learned about the size of cluster that is “manageable” in different contexts and in different parts of the world; in some countries, modifications have already begun to be considered, occasioned by the effects of growth. In many instances this reassessment will not lead to any change, but in some it will result in a cluster being divided or reduced in size, and occasionally a cluster might become larger. Areas that are sparsely populated owing to the natural terrain may be excluded from the clustering scheme. Of course, any believers who reside in such places would adopt as many elements of the framework for action as are applicable to their circumstances. ^{1 2}

Similarly in the world of being there exist forces unseen of the eye, such as the force of ether previously mentioned, that cannot be sensed, that cannot be seen. However, from the effects it produceth, that is from its waves and vibrations, light, heat, electricity appear and are made evident. In like manner is the power of growth, of feeling, of understanding, of thought, of memory, of imagination and of discernment; all these inner faculties are unseen of the eye and cannot be sensed, yet all are evident by the effects they produce. ³

The movement of clusters

A greater expression of the society-building power of the Faith requires, first and foremost, still further advances in the process of entry by troops in every part of the world. The essentially spiritual undertakings of diffusing the light of Bahá’u’lláh’s Revelation ever more widely and extending the roots of His Faith ever more deeply into the soil of society have measurable outcomes: the number of clusters where a programme of growth has been initiated and the degree of intensity that each has reached. The means now exist for a swift advance in relation to both measures. The goal that the community of the Greatest Name must aspire to fulfil during the current series of global Plans is to establish intensive programmes of growth in all the clusters in the world. This formidable objective implies a broadening and intensification of activity on a scale never witnessed. Rapid progress towards this goal must be achieved in the course of the Nine Year Plan. ^{1 2}

The Promulgation of Universal Peace

This is a beautiful city; the climate is pleasant; the views are charming. All the cities of America seem to be large and beautiful, and the people appear prosperous. The American continent gives signs and evidences of very great advancement; its future is even more promising, for its influence and illumination are far-reaching, and it will lead all nations spiritually. The flag of freedom and banner of liberty have been unfurled here, but the prosperity and advancement of a city, the happiness and greatness of a country depend upon its hearing and obeying the call of God. The light of reality must shine therein and divine civilization be founded; then the radiance of the Kingdom will be diffused and heavenly influences surround. Material civilization is likened to the body, whereas divine civilization is the spirit in that body. A body not manifesting the spirit is dead; a fruitless tree is worthless. Jesus declares that there is spiritual capacity in some people, for all are not submerged in the sea of materialism. They seek the Divine Spirit; they turn to God; they long for the Kingdom. It is my hope that these revered people present may attain both material and spiritual progress. As they have advanced wonderfully in material degrees, so may they, likewise, advance in spiritual development until the body shall become refined and beautiful through the wealth of spiritual potentiality and efficiency. ³

The enkindled souls being raised up through the processes of the Plan are seeking to gain an ever more profound understanding of Bahá’u’lláh’s teachings—“the sovereign remedy for every disease” ¹ —and to apply them to the needs of their society. They are committed to the prosperity of all, recognizing that the welfare of individuals rests in the welfare of society at large. They are loyal citizens who eschew partisanship and the contest for worldly power. Instead, they are focused on transcending differences, harmonizing perspectives, and promoting the use of consultation for making decisions. They emphasize qualities and attitudes—such as trustworthiness, cooperation, and forbearance—that are building blocks of a stable social order. They champion rationality and science as essential for human progress. They advocate tolerance and understanding, and with the inherent oneness of humanity uppermost in their minds, they view everyone as a potential partner to collaborate with, and they strive to foster fellow feeling even among groups who may traditionally have been hostile to one another. They are conscious of how the forces of materialism are at work around them, and their eyes are wide open to the many injustices that persist in the world, yet they are equally clear sighted about the creative power of unity and humanity’s capacity for altruism. They see the power that true religion possesses to transform hearts and overcome distrust, and so, with confidence in what the future holds, they labour to cultivate the conditions in which progress can occur. They share their beliefs liberally with others, remaining respectful of the freedom of conscience of every soul, and they never impose their own standards on anyone. And while they would not pretend to have discovered all the answers, they are clear about what they have learned and what they still need to learn. Their efforts advance to the alternating rhythm of action and reflection; setbacks leave them unfazed. In places where growing numbers are helping to build communities of this character, the power of the Cause to transform people’s social existence, as well as their inner lives, is becoming increasingly visible. Earnest pursuit of the Plan’s central aim will, we are sure, cause many, many such communities to emerge. ^{2 3}

The Promulgation of Universal Peace

The Bahá’í Cause covers all economic and social questions under the heading and ruling of its laws. The essence of the Bahá’í spirit is that, in order to establish a better social order and economic condition, there must be allegiance to the laws and principles of government. Under the laws which are to govern the world, the socialists may justly demand human rights but without resort to force and violence. The governments will enact these laws, establishing just legislation and economics in order that all humanity may enjoy a full measure of welfare and privilege; but this will always be according to legal protection and procedure. Without legislative administration, rights and demands fail, and the welfare of the commonwealth cannot be realized. Today the method of demand is the strike and resort to force, which is manifestly wrong and destructive of human foundations. Rightful privilege and demand must be set forth in laws and regulations.. ⁴

I pray in your behalf that your hearts may be enlightened with the light of the love of God; that your minds may develop daily; that your spirits may become aglow with the fire and illumination of His glad tidings, until these divine foundations may become established throughout the human world. The first of these institutions and foundations is the oneness of humanity and love among mankind. The second is the Most Great Peace. Praise be to God! This American democracy manifests capacity, showing forth readiness to become the standard-bearer of the Most Great Peace. May its hosts be the hosts of the oneness of humanity. May they serve the threshold of God and spread the message of the good pleasure of God. ⁵

The Nine Year Plan: 2022-2031

The series of global Plans that began at Riḍván will last a full twenty-five years. It will carry the ark of the Cause into the third century of the Bahá’í Era and conclude at Riḍván 2046. During this period, the Bahá’í world will be focused on a single aim: the release of the society-building power of the Faith in ever-greater measures. The pursuit of this overall aim will require a further rise in the capacity of the individual believer, the local community, and the institutions of the Faith. These three constant protagonists of the Plan each have a part to play, and each one has capacities and qualities that must be developed. However, each is incapable of manifesting its full potential on its own. It is by strengthening their dynamic relationships with one another that their powers are combined and multiplied. ‘Abdu’l-Bahá explains that the more the qualities of cooperation and mutual assistance are manifested by a people, “the more will human society advance in progress and prosperity”; in the Faith, this principle distinguishes and shapes the interactions of individuals, institutions, and communities, and it endows the body of the Cause with moral vigour and spiritual health. ^{1 2}

The Promulgation of Universal Peace

Today the world of humanity is walking in darkness because it is out of touch with the world of God. That is why we do not see the signs of God in the hearts of men. The power of the Holy Spirit has no influence. When a divine spiritual illumination becomes manifest in the world of humanity, when divine instruction and guidance appear, then enlightenment follows, a new spirit is realized within, a new power descends, and a new life is given. It is like the birth from the animal kingdom into the kingdom of man. When man acquires these virtues, the oneness of the world of humanity will be revealed, the banner of international peace will be upraised, equality between all mankind will be realized, and the Orient and Occident will become one. Then will the justice of God become manifest, all humanity will appear as the members of one family, and every member of that family will be consecrated to cooperation and mutual assistance. The lights of the love of God will shine; eternal happiness will be unveiled; everlasting joy and spiritual delight will be attained. ³

Because this is called the Church of Brotherhood, I wish to speak upon the brotherhood of mankind. There is perfect brotherhood underlying humanity, for all are servants of one God and belong to one family under the protection of divine providence. The bond of fraternity exists in humanity because all are intelligent beings created in the realm of evolutionary growth. There is brotherhood potential in humanity because all inhabit this earthly globe under the one canopy of heaven. There is brotherhood natal in mankind because all are elements of one human society subject to the necessity of agreement and cooperation. There is brotherhood intended in humanity because all are waves of one sea, leaves and fruit of one tree. This is physical fellowship which ensures material happiness in the human world. The stronger it becomes, the more will mankind advance and the circle of materiality be enlarged. ⁴

Bahá’u’lláh states that “the purpose for which mortal men have, from utter nothingness, stepped into the realm of being, is that they may work for the betterment of the world and live together in concord and harmony.” ¹ He has revealed teachings that make this possible. Building a society that consciously pursues this collective purpose is the work of not only this generation, but of many generations to come, and Bahá’u’lláh’s followers welcome all who labour alongside them in this undertaking. It means learning how to raise up vibrant, outward-looking communities; it means those communities learning how to bring about spiritual and material progress; it means learning how to contribute to the discourses that influence the direction of that progress. These areas of endeavour are, naturally, familiar ones. Seen from one perspective, they are quite distinct, each having its own characteristics and imperatives. Yet they all represent ways of awakening the energies latent in the human soul and channelling them towards the betterment of society. Together, they are means of releasing what the Guardian described as “the society-building power” ² of the Faith. This inherent power possessed by the Cause of Bahá’u’lláh is visible even in the fledgling efforts of a Bahá’í community learning to serve humanity and promote the Word of God. And though the world society foreshadowed in His Revelation is of course far distant, communities that are earnestly learning to apply His teachings to their social reality abound. How immensely blessed are those souls who, alive to the greatness of this Day ³ and the significance of their actions, strive for the emergence of a society shaped by the divine teachings. ^{4 5}

Paris Talks

I want to make you understand that material progress and spiritual progress are two very different things, and that only if material progress goes hand in hand with spirituality can any real progress come about, and the Most Great Peace reign in the world. If men followed the Holy Counsels and the Teachings of the Prophets, if Divine Light shone in all hearts and men were really religious, we should soon see peace on earth and the Kingdom of God among men. The laws of God may be likened unto the soul and material progress unto the body. If the body were not animated by the soul, it would cease to exist. It is my earnest prayer that spirituality may ever grow and increase in the world, so that customs may become enlightened and peace and concord may be established. ⁶

The Promulgation of Universal Peace

In the spiritual world the divine bestowals are infinite, for in that realm there is neither separation nor disintegration, which characterize the world of material existence. Spiritual existence is absolute immortality, completeness and unchangeable being. Therefore, we must thank God that He has created for us both material blessings and spiritual bestowals. He has given us material gifts and spiritual graces, outer sight to view the lights of the sun and inner vision by which we may perceive the glory of God. He has designed the outer ear to enjoy the melodies of sound and the inner hearing wherewith we may hear the voice of our Creator. We must strive with energies of heart, soul and mind to develop and manifest the perfections and virtues latent within the realities of the phenomenal world, for the human reality may be compared to a seed. If we sow the seed, a mighty tree appears from it. The virtues of the seed are revealed in the tree; it puts forth branches, leaves, blossoms, and produces fruits. All these virtues were hidden and potential in the seed. Through the blessing and bounty of cultivation these virtues became apparent. Similarly, the merciful God, our Creator, has deposited within human realities certain latent and potential virtues. Through education and culture these virtues deposited by the loving God will become apparent in the human reality, even as the unfoldment of the tree from within the germinating seed. I will pray for you. ⁷

The Nine Year Plan: 2022-2031

At Riḍván this year we described how, over the course of a quarter century, the Bahá’í world underwent a transformation that endowed it with an undreamed-of capacity to learn, to grow, and to serve humanity. But, however bright were the achievements of this period, they must be eclipsed by what is to come. By the conclusion of the new series of Plans recently begun, the Bahá’í community will need to have acquired capacities that can scarcely be glimpsed at present. In your deliberations over the coming days, you will be occupied with exploring what is required to bring into being such a fortified community. ^{1 2}

A Tablet of ‘Abdu’l‑Bahá

O friends of God! Every assembly is in need of seasoned members who are worthy of its membership and are endowed with innate capacities. Likewise, the members of the Spiritual Assembly must acquire the capacities and merits that are requisites of this lofty station, and through the power of the spirit become experienced members of that assemblage. Those capacities are faith, assurance, insight, loving-kindness, spirituality, radiance, purity, detachment, sanctity, holiness, high endeavour, and nobility of character. My hope is that the members of that assembly shall be distinguished by these attributes and qualities, and shall each day prove anew the existence of these blessings within the reality of their own being. If it be so, Burma shall become even as the snow-white Spot, and those regions shall become the arenas of God’s most great bestowals. Upon you be the Glory of the All-Glorious! ³

The Promulgation of Universal Peace

The question has been asked: Will the spiritual progress of the world equal and keep pace with material progress in the future? In a living organism the full measure of its development is not known or realized at the time of its inception or birth. Development and progression imply gradual stages or degrees. For example, spiritual advancement may be likened to the light of the early dawn. Although this dawn light is dim and pale, a wise man who views the march of the sunrise at its very beginning can foretell the ascendancy of the sun in its full glory and effulgence. He knows for a certainty that it is the beginning of its manifestation and that later it will assume great power and potency. Again, for example, if he takes a seed and observes that it is sprouting, he will know assuredly that it will ultimately become a tree. Now is the beginning of the manifestation of the spiritual power, and inevitably the potency of its life forces will assume greater and greater proportions. Therefore, this twentieth century is the dawn, or beginning, of spiritual illumination, and it is evident that day by day it will advance. It will reach such a degree that spiritual effulgences will overcome the physical, so that divine susceptibilities will overpower material intelligence and the heavenly light dispel and banish earthly darkness. Divine healing shall purify all ills, and the cloud of mercy will pour down its rain. The Sun of Reality will shine, and all the earth shall put on its beautiful green carpet. Among the results of the manifestation of spiritual forces will be that the human world will adapt itself to a new social form, the justice of God will become manifest throughout human affairs, and human equality will be universally established. The poor will receive a great bestowal, and the rich attain eternal happiness. For although at the present time the rich enjoy the greatest luxury and comfort, they are nevertheless deprived of eternal happiness; for eternal happiness is contingent upon giving, and the poor are everywhere in the state of abject need. Through the manifestation of God’s great equity the poor of the world will be rewarded and assisted fully, and there will be a readjustment in the economic conditions of mankind so that in the future there will not be the abnormally rich nor the abject poor. The rich will enjoy the privilege of this new economic condition as well as the poor, for owing to certain provisions and restrictions they will not be able to accumulate so much as to be burdened by its management, while the poor will be relieved from the stress of want and misery. The rich will enjoy his palace, and the poor will have his comfortable cottage. ³
